Introduction

The use of information technology (IT) in government, also known as e-government, has become a global trend in recent years. E-Government allows governments to improve public services, encourage transparency, and increase efficiency in carrying out their duties. Methodology

This study uses a descriptive quantitative method involving all Civil Servants (PNS) at the Medan Veterinary Center as a population. The study aims to reveal the effect of IT, HR, and transformational leadership on the application of e-Government at the Medan Veterinary Center. The study uses a survey method to collect data from civil servants at the Medan Veterinary Center. The survey instrument consists of a questionnaire that measures the level of IT infrastructure, HR competence, and transformational leadership at the Medan Veterinary Center.

Results

The results of this study show that IT and HR competencies had a positive and significant influence on the application of e-Government. This shows that the better IT infrastructure and the more competent human resources, the more effective the application of e-government will be. More interesting, HR competence is the most dominant variable in encouraging the application of e-government. This indicates that the role of human resources in managing and utilizing IT optimally is the key to the successful implementation of e-government.

Transformational leadership, despite having a positive influence, is not significant on the application of e-Government. That is, although transformational leaders can motivate and encourage the implementation of e-government, this factor is not the main determinant of success.

Overall, this study found that IT, HR competencies, and transformational leadership jointly had a positive and significant influence on the application of e-Government at the Medan Veterinary Center. This means that these three factors are interrelated and must be handled in an integrated manner to achieve optimal results.

HR Competencies

The results of this study confirm the importance of HR competence in implementing e-Government. Civil servants need to have adequate knowledge and skills in using IT, as well as the ability to adapt to the new e-government system. Recommendation

Based on the results of this study, the following recommendations are made:

  • Development of training programs and HR development to improve the ability to manage and utilize e-government systems.
  • Increasing communication and coordination between leaders and civil servants to create an integrated vision and mission of e-government.

Conclusion

The results of this study have important implications for the Medan Veterinary Center, the Ministry of Agriculture, and the Indonesian government in improving the quality of public services through e-government. By continuing to develop HR competencies and increase the role of transformational leadership, it is expected that e-government can be applied effectively and have a positive impact on the community.

Limitation

This study has several limitations. Firstly, the study only focuses on the Medan Veterinary Center and may not be generalizable to other government agencies. Secondly, the study only measures the effect of IT, HR, and transformational leadership on the application of e-Government and may not capture other factors that may influence the implementation of e-government.

Future Research

Future research should focus on exploring other factors that may influence the implementation of e-government, such as the role of technology in facilitating the implementation of e-government, the impact of e-government on citizen participation, and the challenges faced by government agencies in implementing e-government.
