The Factors Causing Late Completion Of Private Projects In The Field Of Construction In Medan City
Introduction
Medan City, as one of the big cities in Indonesia, often faces the problem of delays in construction projects. Every year, around 60% to 70% of construction projects in various districts and cities in North Sumatra are delayed. This study aims to identify the dominant factors that cause delays, analyze different perspectives between construction service actors, calculate the value of correlation, and analyze the effect of delay on the implementing contractor. This study also wants to determine alternative steps that can be taken to prevent delays.
Background of the Study
The construction industry is a significant contributor to the economy of Medan City. However, the industry is plagued by delays in project completion, which can have a negative impact on the economy and the development of regional infrastructure. Delays in construction projects can be caused by various factors, including changes in work requested during the construction period, lack of equipment or heavy equipment on the contractor, and differences in viewing points between the contractor and the project owner.
Methodology
The research method used in this study is a survey, where data is collected through questionnaires distributed to 20 contractors, 10 consultants, and 10 representatives of the project owner. The questionnaire was designed to gather information on the factors causing delays, the perspectives of different actors in the construction industry, and the impact of delay on the project.
Results
The results of the study identified 45 factors causing delays, with the dominant factor being the change in work requested during the construction period, which reached a percentage of 71.84%. This shows that the desire of the project owner to make changes to work during the project is one of the main causes of delay. There are significant differences in viewing points between the contractor and the project owner related to the factors causing delays. From the perspective of the contractor and consultant, the request for changes in work from the project owner is the main reason. However, the project owner considers that the lack of equipment or heavy equipment on the contractor is a more significant cause.
Statistical Analysis
In statistical analysis, the correlation value using the Spearman and Kendall methods shows significant results, where ρCalculates ≥ ρtable, indicating a strong and positive correlation between the frequency of delays and its impact on the project. The most obvious impact of delay is an increase in construction costs, which is recognized by 47.50% of respondents.
Recommendations
As many as 73.93% of respondents recommend that the project implementation method is adjusted to the conditions in the field and stated in a employment contract to prevent delays in the future. From the results of this study, it can be concluded that good project management includes aspects of cost, time, quality, and safety and occupational health. This is very important to reduce the risk of delay and increase the efficiency of construction projects in Medan.
Conclusion
By understanding the factors causing delays and discussing effective solutions, it is hoped that construction projects in Medan can be completed on time, so that it will have a positive impact on the development of regional infrastructure and economics. The study provides valuable insights into the causes of delays in construction projects and recommends alternative steps that can be taken to prevent delays.
