This study aims to evaluate the effectiveness of the preparation of regional development planning in the Asahan Regency Bappeda, by taking into account the indicators of human resources and coordination.
Methodology
This study uses a descriptive qualitative research method, collecting data through interviews with 8 respondents and document reviews. The results of this study provide valuable insights into the effectiveness of the preparation of regional development plans in the Asahan Regency Bappeda.
Limitations of Human Resources
One of the key indicators of the effectiveness of regional development planning is the quality of human resources. In the Asahan Regency Bappeda, the education level of employees is more dominant at the high school level (SLTA). This is an obstacle in producing quality development planning. The lack of skilled and educated employees hinders the ability of Bappeda to produce effective development plans.

The limitations of human resources in the Asahan Regency Bappeda have several consequences. Firstly, it hinders the ability of Bappeda to produce quality development plans. Finally, it results in a delay in the socialization of the Bappenas Circular and the Ministry of Home Affairs regarding the Technical Guidelines for the Implementation of Musrenbang.

However, the socialization of this circular is late to the sub-district, kelurahan, and village levels, as well as related agencies/agencies.

Coordination between agencies needs to be increased to ensure the development plan runs according to the schedule and targets set.
Conclusion
Increasing the effectiveness of the preparation of regional development plans in Bappeda Asahan Regency requires serious efforts to improve the quality of human resources and the effectiveness of coordination. Through the recommended concrete steps, it is hoped that Bappeda can produce a higher and effective development plan to encourage the progress of Asahan Regency.
