Introduction

Regional development is a crucial aspect of efforts to improve the welfare of the community. In Simalungun Regency, the influence of regional expenditure and the allocation of funds is a significant factor that needs to be examined to understand the dynamics of development. This study aims to determine how the influence of direct expenditure, indirect expenditure, and the allocation of funds on regional development measured through Gross Regional Domestic Product (GRDP) in Simalungun Regency. In addition, this research also wants to identify whether there is a simultaneous effect of the three variables on regional development.

Background

Regional development is a complex process that involves various factors, including regional expenditure and the allocation of funds. The success of regional development depends on the effective management of these factors. In Simalungun Regency, the regional government has been implementing various development programs to improve the welfare of the community. However, the effectiveness of these programs is still a subject of debate. This study aims to provide insights into the influence of regional expenditure and the allocation of funds on regional development in Simalungun Regency.

Methodology

The method used in this study is multiple linear regression analysis. To obtain valid results, several statistical analysis tools are used, such as the coefficient of determination test, T test (partial test), and F test (simultaneous test). The data analyzed included GRDP data, direct expenditure, indirect expenditure, and Simalungun Regency Fund allocation from 2013 to 2022 which was interpreted into 40 data.

Results

The results of this study showed that the direct expenditure variable had a negative and significant effect on regional development based on GRDP in Simalungun Regency. That is, the higher the direct expenditure, it has the potential to hamper regional economic growth. This can be caused by the efficiency of the use of low funds, or expenses that are not on target.

On the other hand, the indirect expenditure variable has a positive and significant influence on regional development based on GRDP. This shows that expenditure that is more directed at sectors that support economic development, such as infrastructure and public services, can increase economic growth.

The allocation of funds also shows a positive and significant effect on regional development in Simalungun Regency. With a good and planned allocation, available funds can be used effectively to improve facilities and services that support economic growth.

Discussion

Overall, direct expenditure, indirect expenditure, and fund allocation have a simultaneous influence on regional development based on GRDP. This confirms that the success of regional development is not only determined by one factor, but by the interaction of various components in the management of regional spending.

This study provides important insights for policy makers in Simalungun Regency in designing more effective development strategies. By understanding the influence of each variable, it is hoped that appropriate steps can be taken to maximize regional potential for the welfare of the community.

Conclusion

By utilizing the results of this study, it is expected that the management of regional expenditure and the allocation of funds can be carried out better, so that its contribution to regional economic development can be increased. This is very relevant given the importance of sustainable development for the people in Simalungun Regency.

Recommendations

Based on the findings of this study, the following recommendations are made:

  1. The regional government should prioritize the allocation of funds to sectors that support economic development, such as infrastructure and public services.
  2. The regional government should improve the efficiency of the use of funds by implementing effective budgeting and financial management systems.
  3. The regional government should conduct regular monitoring and evaluation of the implementation of development programs to ensure that they are effective and efficient.

Limitations

This study has several limitations that should be noted. Firstly, the data used in this study is limited to GRDP data, direct expenditure, indirect expenditure, and Simalungun Regency Fund allocation from 2013 to 2022. Secondly, the study only focuses on the influence of regional expenditure and the allocation of funds on regional development, and does not consider other factors that may influence regional development.

Future Research Directions

This study provides a foundation for future research on the influence of regional expenditure and the allocation of funds on regional development. Future studies can build on this study by:
