Introduction
The provision of public services is a crucial aspect of governance, as it directly affects the quality of life of citizens. In Indonesia, the government has been working to improve the quality of public services, but there are still many challenges to be addressed. One of the key factors that affect the quality of public services is bureaucratic behavior. This study aims to examine the effect of bureaucratic behavior on the quality of public services in Medan Tembung District, Medan City.
Background
Medan Tembung District is one of the 31 districts in Medan City, with a population of over 28,000 households. The district is known for its rich cultural heritage and natural resources. However, the district also faces many challenges, including inadequate public services. The quality of public services in Medan Tembung District is influenced by various factors, including bureaucratic behavior.
Methodology
This study used a mixed-methods approach, combining both qualitative and quantitative data. The study involved 70 respondents from seven village heads in Medan Tembung District. Primary data was collected through questionnaires, while secondary data was obtained from existing literature and reports. The data was analyzed using descriptive statistics and simple regression analysis.
Results
The results of this study showed that the indicators of bureaucratic behavior, such as friendly attitudes and the ability to understand tasks, were classified as optimal. However, other behavioral indicators, such as responsible and polite, were classified as moderate. The quality of public services in Medan Tembung District was classified as good, especially in aspects of certainty, ease, informative, efficiency, economy, and justice. However, aspects of comfort and timeliness were still not fully satisfying people in Medan Tembung District.
Regression Analysis
The regression test results showed that the t count value was 2.001, greater than T table 1.67 with a significance level of 5%. This indicates that bureaucratic behavior has a positive and significant effect on the quality of public services in Medan Tembung District.
Discussion
The results of this study indicate that although there are aspects of bureaucratic behavior that still need to be improved, in general, the behavior of officers in Medan Tembung District has supported the quality of good public services. However, it is essential to understand that the quality of public services is a complex concept and is influenced by various factors. Several important factors that need to be considered to improve the quality of public services in Medan Tembung District include:
- Improving the competence of officers: Training and capacity building officers are very important to improve their ability to understand the task, solve problems, and provide quality services.
- Increasing awareness of the importance of public services: Officers must understand that public services are their main task and must be done with full responsibility and dedication.
- Increasing accessibility and transparency: The community must easily access public information and services. Transparency in the process and decision-making is also essential to build public trust.
- Building a monitoring and evaluation system: An effective system to monitor and evaluate the quality of public services is very important to identify weaknesses and improve performance.
Recommendation
Based on the results of the research and analysis above, here are some recommendations that can be applied to improve the quality of public services in Medan Tembung District:
- Increasing the capacity of officers through training and development: This will help improve the ability of officers to provide quality services.
- Promoting the values of excellent service and dedication to the community: This will help create a culture of excellent service and dedication among officers.
- Increasing accessibility and transparency of public services: This will help the community easily access public information and services.
- Building an effective monitoring and evaluation system: This will help identify weaknesses and improve performance.
Conclusion
This study has shown that bureaucratic behavior has a positive and significant effect on the quality of public services in Medan Tembung District. However, there are still many challenges to be addressed, including improving the competence of officers, increasing awareness of the importance of public services, increasing accessibility and transparency, and building a monitoring and evaluation system. By implementing these recommendations, it is hoped that the quality of public services in Medan Tembung District can continue to be improved, so that people can enjoy better public services and more easily accessible.
