Introduction
The Climate Village Program is a national initiative aimed at establishing 20,000 climate villages throughout Indonesia to combat climate change. However, the implementation of this program requires a well-planned strategy to increase the capacity of adaptation, mitigation activities, institutional strengthening, and the number of villages involved. This study aims to analyze the proklim development strategy and priority strategies in the development of proklim in Sidodadi Ramunia Village, Beringin District, Deli Serdang Regency, North Sumatra Province.
Background
Climate change is a pressing global issue that requires immediate attention and action. Indonesia, being one of the most vulnerable countries to climate change, has launched the Climate Village Program to mitigate its effects. The program aims to establish climate villages that can adapt to and mitigate the impacts of climate change. However, the success of this program depends on the effective implementation of strategies that can increase the capacity of adaptation, mitigation activities, institutional strengthening, and the number of villages involved.
Methodology
This study uses a qualitative approach with a survey method and SWOT and AHP analysis. The first step taken was to identify the adaptation and mitigation actions carried out by the people of Sidodadi Ramunia Village. A Group Discussion Forum (FGD) was conducted, which produced three target activities to be developed, namely:
- Increasing the use of organic fertilizer: This activity aims to reduce the use of chemical fertilizers and promote sustainable agriculture practices.
- Establishing a garbage bank: This activity aims to manage waste effectively and create new economic opportunities for villagers.
- Developing other locations proposed as climate villages: This activity aims to expand the climate village program to other locations and increase its impact.
Results
The results of the SWOT analysis show that the right strategy to realize the first target activity is to conduct training and assistance in making quality organic fertilizer and providing education on how to use fertilizers. Meanwhile, for the second target activity, the priority is to find a storage area for sorted waste and establish cooperation with the main garbage bank. For the third target activity, a priority strategy is to provide education to village officials regarding the climate village program.
The results of AHP analysis show that strategic priorities in the development of climate villages are increasing the use of organic fertilizer, with a weight value of 0.402 and the inconsistency value of 0.05. This study shows that training and direct assistance in making quality organic fertilizer is very necessary to increase the use of organic fertilizer, which in turn can trigger the community to sort organic and inorganic waste.

The development of the climate village program in Sidodadi Ramunia Village is not only the implementation of environmentally friendly technology, but also requires changes in the mindset and habits of the community. With a focus on the use of organic fertilizer, the community is expected to not only increase agricultural productivity, but also reduce dependence on chemical fertilizers that can damage the soil and the environment.
Establishing a garbage bank is another strategic step. This not only helps in waste management, but can also create new economic opportunities for villagers. By educating the public about how to manage waste, they can use waste into valuables, which can be sold or recycled.
