Introduction

The planning of development in rural areas is a complex process that involves various stakeholders and institutions. This study aims to analyze the relationship between Bina Pemdes and Bina Bangdes and village government activities and the activities of the Village Community Resilience Institution (LKMD) in the planning of development in Labuhan Batu Regency.

Background

Labuhan Batu Regency, North Sumatra, is a region that consists of 14 districts and 193 villages. The development of the region is influenced by various factors, including the geographical distance between villages and districts, the role of institutions, and the level of community participation. In this study, purposive sampling was carried out by choosing 20 villages or 10% of the total existing villages, given the homogeneity of the population. Data was collected through interview methods and documentation studies, especially for data regarding the development of the Pemdes, Bina Bangdes, Village Government activities, and the activities of the LKMD using a list of questions.

Methodology

The study used a quantitative approach, specifically the Spearman Rank Correlation Statistics model, to analyze the relationship between Bina Pemdes and Bina Bangdes and village government activities and LKMD activities. The results of the analysis showed that fostering by the village government department had a strong relationship with LKMD activities and the active role of the village government. However, the relationship between Bina Bangdes and LKMD activity does not show significant results.

Results

The results of the study revealed that the relationship between Bina Bangdes and the activities of the village government was very significant. However, the relationship between Bina Bangdes and LKMD activity does not show significant results. In addition, the geographical distance between villages and districts is a factor causing the decline in the frequency of coaching carried out by Bangdes. This phenomenon may be caused by the role of this institution which is more as a forum for development planning, where community participation at the village level has not been realized optimally.

Discussion

The results of the study suggest that the role of Bina Pemdes and Bina Bangdes in supporting the success of development in the village is crucial. However, the relationship between Bina Bangdes and LKMD activity does not show significant results. This may be due to the fact that LKMD functions more as a government interest institution and is oriented to orders from above, not as a driver of community participation. The development program that is carried out generally comes from above, which results in the lack of the influence of LKMD in the success of development in rural areas.

Conclusion

From this analysis, it can be concluded that the relationship between Bina Pemdes and Bina Bangdes and village government activities and LKMD is very important in supporting the success of development in the village. Optimizing the function of this institution, both in the aspect of fostering and strengthening community participation, needs to be prioritized so that development can take place in a sustainable manner and produce a real impact on the village community. Thus, a reciprocal development planning between the top and lower can be achieved more effectively and efficiently.
