However, not all employees have adequate education and skills in disaster management, so that the performance in disaster management becomes less optimal. Coordination between BPBD and the Health Office is also still not good because there is no compilation of Standard Operating Procedures (SOP) together, Memorandum of Understanding (MoU), Simulation Exercise, or Making Hazard Maps and Evacuation Paths.
Analysis and Recommendations
From these results, it can be concluded that the management of Pematangsiantar BPBD still needs to be improved to increase disaster preparedness. One step that can be taken is to recruit employees based on competencies in accordance with the field of disaster management. In addition, it is important to build better collaboration with related agencies, such as the Health Office, through the formation of SOPs and joint training.
Increasing the capacity of Human Resources (HR) is also a key aspect in labor management. Continuous training and development of skills will help employees to be better prepared in facing various challenges that arise when disasters occur. Thus, it is hoped that Pematangsiantar BPBD can function optimally in handling disasters and providing better services to the community.
