Legal Aspects Of Integrating Environmental Education Into Higher Education Curriculum: Study At The University Of North Sumatra - Medan
Introduction
Environmental protection and management are systematic steps designed to maintain environmental functions and prevent pollution or damage. These efforts include planning, utilization, control, maintenance, supervision, and law enforcement. Referring to the "principle of state responsibility" listed in Article 2 letter (d) of Law Number 32 of 2009, the state is obliged to guarantee the rights of citizens to the good and healthy environment. This requires each individual to preserve the environment and control pollution as regulated in Article 67 of the same law. The importance of environmental protection cannot be overstated, as it directly affects the well-being of citizens and the sustainability of the planet. In this context, the integration of environmental education into the higher education curriculum is a crucial step towards creating a community that is aware of and responsible for environmental issues.
Involvement of Higher Education in Environmental Protection
As part of the community, universities have the right and opportunity to contribute to environmental protection and management, in accordance with Article 70 of Law Number 32 of 2009. Article 65 paragraph (1) regulates that environmental education is a special provision in the realm of education, which is should be integrated into the tertiary curriculum. In the University of North Sumatra, this integration still adheres to Law Number 20 of 2003 concerning the National Education System, as well as its implementing regulations which include government regulations, ministerial decisions, and decisions from the Rector and Council of Trustees. The University of North Sumatra, as a leading institution of higher education in Indonesia, has a significant role to play in promoting environmental awareness and responsibility among its students. By integrating environmental education into its curriculum, the university can help create a new generation of leaders who are equipped with the knowledge and skills necessary to address environmental challenges.
Research Methods
This study uses a normative legal approach, which involves analysis of primary, secondary and tertiary legal materials. In addition, this research also refers to the Strata-1 curriculum guidebook at the University of North Sumatra. Through this method, it is hoped that a clear picture can be obtained about how environmental education is integrated into the higher education curriculum. The normative legal approach is a suitable method for this study, as it allows for an in-depth analysis of the legal framework governing environmental education in Indonesia. By examining the relevant laws and regulations, this study can provide a comprehensive understanding of the legal aspects of integrating environmental education into the higher education curriculum.
Research Result
Based on the results of the study, there are courses that include environmental education materials that have been well integrated, both through integrative and monolithic approaches. Percentage of Semester Credit System Weight for Environmental Education in the Strata-1 Program Curriculum of the University of North Sumatra reached an average of 75%. This shows that the integration of environmental education is in accordance with the goals and scope of environmental protection and management stipulated in Article 3 and Article 4 of Law Number 32 Year 2009. The results of this study indicate that the University of North Sumatra has made significant progress in integrating environmental education into its curriculum. The high percentage of semester credit system weight for environmental education suggests that the university is committed to providing its students with a comprehensive education that includes environmental awareness and responsibility.
Analysis and Conclusion
The integration of environmental education in the higher education curriculum is very important to build student awareness and responsibility for environmental issues. Through the approach taken by the University of North Sumatra, it can be expected that future generations will be better prepared in handling existing environmental challenges. In addition, this effort reflects the commitment of universities in supporting national policies in environmental protection. The presence of environmental education in the curriculum is not only as a fulfillment of formality, but rather to concrete efforts in creating future leaders who care about the environment. Thus, environmental education in tertiary institutions can be a foundation for the sustainability and preservation of the environment in Indonesia.
