K3 Culture Overview at PT Surya Indah Project for the Construction of Bunda Thamrin Hospital Medan in 2021

Introduction

The construction sector is known for its high risk of work accidents, with a large workforce and significant potential hazards. As a result, Occupational Safety and Health (K3) has become a crucial aspect that requires serious attention. This qualitative research aims to describe the K3 culture at PT Surya Indah in the construction project of the Mother Thamrin Hospital in Medan in 2021. The study focuses on understanding the implementation of K3 culture in the company and identifying areas for improvement.

Background

The construction sector is one of the most hazardous industries, with a high risk of work-related injuries and illnesses. According to the International Labour Organization (ILO), the construction sector accounts for a significant proportion of work-related accidents and fatalities worldwide. In Indonesia, the construction sector is also a high-risk industry, with many workers exposed to hazardous conditions. As a result, the government and industry stakeholders have emphasized the importance of implementing effective K3 programs to prevent work-related accidents and promote a safe work environment.

Methodology

This qualitative research used a case study approach to examine the K3 culture at PT Surya Indah in the construction project of the Mother Thamrin Hospital in Medan in 2021. Data was collected through interviews with four informants chosen using purposive sampling, namely managers, OHS Officer, Head of Foreman, and Foreman. The interviews were conducted to gather information on the company's K3 policies, procedures, and practices, as well as the challenges and opportunities faced by the company in implementing K3 culture.

Results

The results of the study showed that the K3 culture at PT Surya Indah is formed based on three aspects put forward by Dupont: Leadership, Structure, and Action. The leadership aspect shows the company's commitment to the application of K3 with the principle of accident prevention. The aim is to create a safe work environment, increase K3 awareness, and ensure that workers comply with established procedures.

From the structure aspect, it appears that all elements of organizations are caring and responsible for the application of K3. The OHS Officer plays an active role in implementing the K3 program, being a good example for workers in the application of safety standards. The action aspect shows that PT Surya Indah is actively carrying out K3 training, conducting an accident investigation, and observing workers. Communication carried out emphasizes the importance of working in accordance with established regulations.

Discussion

The results of the study indicate that PT Surya Indah has made positive steps in building K3 culture. However, there are several points that need to be considered to increase the effectiveness of the K3 program:

Improved Communication

Effective communication is the key in building a strong K3 culture. Companies need to improve communication to workers, not only limited to emphasizing the rules, but also increasing their understanding of the importance of occupational safety and health.

Increasing Worker Participation

Increasing worker participation in the K3 program is very important. Providing space for workers to convey ideas, suggestions, and concerns related to K3 can increase the sense of ownership and responsibility for occupational safety.

Periodic Evaluation

Performing Periodic K3 Program Evaluation is important to identify weaknesses and increase program effectiveness. Evaluation can be done through a survey of worker satisfaction, accident data analysis, and discussion with stakeholders.

Conclusion

PT Surya Indah shows a commitment in building a good K3 culture. The application of aspects of leadership, structure, and action shows real efforts in creating a safe work environment. However, companies need to continue to strive to improve communication, increase worker participation, and conduct periodic evaluations so that K3 programs can run more effectively and strong K3 culture can be realized.

Recommendations

Based on the findings of this study, the following recommendations are made:

  1. Improve Communication: PT Surya Indah should improve communication to workers, not only limited to emphasizing the rules, but also increasing their understanding of the importance of occupational safety and health.
  2. Increase Worker Participation: PT Surya Indah should increase worker participation in the K3 program by providing space for workers to convey ideas, suggestions, and concerns related to K3.
  3. Conduct Periodic Evaluation: PT Surya Indah should conduct periodic evaluation of the K3 program to identify weaknesses and increase program effectiveness.

Limitations

This study has several limitations. Firstly, the study was conducted in a single company, PT Surya Indah, and may not be generalizable to other companies in the construction sector. Secondly, the study relied on qualitative data collection methods, which may not provide a comprehensive understanding of the K3 culture in the company.

Future Research Directions

Future research should focus on exploring the effectiveness of K3 programs in the construction sector, particularly in terms of reducing work-related accidents and promoting a safe work environment. Additionally, research should be conducted to identify the factors that influence the implementation of K3 culture in companies, and to develop strategies for improving K3 culture in the construction sector.
