Improving the Quality of Public Services Regarding the Management of Building Permits (IMB) in Order to Realize Good Governance (Study in the City of Medan)
Introduction
In today's fast-paced world, the quality of public services plays a crucial role in shaping the overall development of a city. Good governance is a key concept that emphasizes the importance of providing excellent public services to the community. One of the essential aspects of good governance is the management of building permits (IMB), which is a critical process that affects the lives of citizens. This study aims to explore the quality of public services in the management of IMB in Medan City, with a focus on identifying the factors that hinder the implementation of good governance principles.
Background
The government has implemented various policies aimed at improving the quality of public services, including the creation of better and more efficient services. However, the management of IMB in Medan City has been plagued by several issues, including inadequate quality of human resources (HR), limited facilities and infrastructure, complicated bureaucratic systems, and minimal community participation. These factors have resulted in a suboptimal implementation of the Minimum Service Standards (SPM) for IMB management.
Methodology
This study employed a descriptive analysis with a sociological juridical approach, using data collection methods such as interviews and questionnaires. The data were then analyzed qualitatively to identify the factors that affect the quality of public services in the management of IMB.
Results
The results of the study showed that the IMB management process is the responsibility of the Medan City City Planning and Building Service Office. However, despite the existence of the Minimum Service Standards (SPM), the implementation of IMB management is still not optimal. Several factors were identified as inhibitors, including:
- Inadequate quality of human resources (HR): The lack of skilled and knowledgeable employees hinders the effective implementation of IMB management.
- Limited facilities and infrastructure: Insufficient facilities and infrastructure hinder the efficient processing of IMB applications.
- Complicated bureaucratic systems: The complexity of the bureaucratic system creates obstacles for citizens who want to obtain IMB.
- Minimal community participation: The lack of community participation in the IMB management process hinders the effective implementation of good governance principles.
Analysis and Recommendations
The results of the study highlight the need for improvement in the management of IMB in Medan City. To achieve this, several recommendations can be considered:
- Improvement of HR: The Medan City City Planning and Building Service Office must conduct training and provide motivation to its employees to improve their understanding of their duties and responsibilities in providing services to the community.
- Bureaucratic minimization: The IMB processing process must be simplified and made more transparent to reduce the complexity of the bureaucratic system.
- Improvement of service facilities: The Dinas must ensure that all facilities and infrastructure needs for the management of IMB are met to support the quality of service.
- Community participation: Continuous socialization and community participation can increase public awareness about procedures and benefits to have an IMB.
Conclusion
The quality of public services in the management of IMB in Medan City is a critical aspect of good governance. The study highlights the need for improvement in several areas, including the quality of human resources, facilities and infrastructure, bureaucratic systems, and community participation. By applying the recommendations outlined in this study, it is expected that the quality of public services in the management of IMB in Medan City can increase, providing convenience for citizens who want to build buildings and creating a responsive and responsible government image.
