Implementation of the Online System for Information on Protection of Women and Children (Simfoni-PPA) at the Department of Women's Empowerment and Child Protection of North Sumatra Province
Introduction
Indonesia is still grappling with the serious issue of violence against women and children. According to data from Komnas Perempuan, there were 544,452 cases of domestic violence (KDRT) or personal domain reported over 17 years (2004-2021). Furthermore, the number of sexual violence cases against women has been increasing every year. In North Sumatra, data from various organizations recorded an increase in cases of sexual violence: 42 cases in 2016, 70 cases in 2017, 64 cases in 2018, 75 cases in 2019, and 61 cases on 2020.
In response to this pressing issue, the Ministry of Women's Empowerment and Child Protection (KemenPPPA) launched the Simfoni-PPA program (online system of women and child protection information) in 2018. This program aims to facilitate access to information and handling cases of violence against women and children in Indonesia.
Implementation of PPA Symphony in North Sumatra
This study analyzed the implementation of the PPA symphony in the Department of Women's Empowerment and Child Protection (DP3A) of North Sumatra Province. The research method used is descriptive qualitative with data collection through interviews, observations, and documentation. The informants in this study included the Secretary, General & Personnel Subdivision, Head of Gender and Children's Information Data, Head of Fulfillment of Rights, Head of Women's Rights Protection and Child Special Rights, and various parts of the North Sumatra Province DP3A.
The results showed that the PPA symphony aims to simplify and make administration streamline, and provide accurate and accessed data by various institutions that handle the protection of women and children. Symphony-PPA provides benefits for victims, especially in accelerating the complaint process. Victims can immediately get access to services from the North Sumatra Province DP3A, such as getting a referral to the hospital to get medicines and report the perpetrators to the nearest police station.
Another advantage of the PPA symphony is that the victim's data that has been recorded at the hospital and the police station can be accessed quickly. This avoids recording time that takes time and efficiency.
Challenges and Opportunities for Symphony-PPA
Although the PPA symphony has shown benefits in handling cases of violence against women and children, there are several challenges that must be overcome to increase the effectiveness of this program. These challenges include:
Socialization and Education
There are still many people who do not know the existence of the PPA symphony. Socialization and education to the community, especially in remote areas, is very important to increase awareness and access to this program.
Limited Infrastructure
Internet access and technology devices in some regions are still limited, thus eliminating opportunities for victims to use symphony-PPA. Improved infrastructure in remote areas is a priority.
Human Resources
Lack of trained human resources in operating the PPA symphony is an obstacle in managing data and follow-up case handling. Training and capacity building for officers is very important.
Despite these challenges, symphony-PPA has great potential to be a solution in accelerating the handling of violence against women and children. Several opportunities to increase the effectiveness of this program include:
Increasing Collaboration
Increasing cooperation with various parties such as the police, hospitals, and community institutions to reach more victims and improve the quality of handling.
Feature Development
Add new features that can help in collecting data and analysis, as well as increasing access to information for victims.
Utilization of Technology
Utilizing innovative information and communication technology to expand the reach and access to services.
Conclusion
The implementation of the PPA symphony in the North Sumatra Province DP3A is a positive step in improving the system of handling violence against women and children. This program has provided concrete benefits for victims, especially in terms of access and speed of service. However, increasing socialization, infrastructure, and human resources is the key to overcoming challenges and increasing the effectiveness of this program. By increasing collaboration, developing features, and utilizing technology, the PPA symphony has the potential to be a solution that is able to overcome the problem of violence against women and children in Indonesia.
