Implementation Of The Health BPJS Program In Community Health Services Puskesmas Pandan District, Central Tapanuli Regency
Introduction
Every Indonesian citizen has the right to receive good health services. Health is one of the most important factors in the development of a country, as it serves as a benchmark for the welfare of the community. The Health Social Security Organizing Agency (BPJS) was established with the noble goal of improving health services in Indonesia. However, despite its existence, the impact of this program has been unsatisfactory. Many patients registered in BPJS at Puskesmas and hospitals continue to complain about inadequate services.
Background of the Study
The BPJS Health program aims to provide better health services for the community, not only in hospitals but also at the Puskesmas level. Unfortunately, the implementation of this program is still far from expectations. Facilities in the Puskesmas and hospitals are often inadequate, the administrative process is complicated, the lack of empathy from health employees, as well as the lack of socialization regarding this program become several obstacles encountered. Coordination between related institutions also tends not to run well, which has a direct impact on service quality.
Research Methodology
This study aims to evaluate the implementation of the BPJS Health program in providing health services at the Pandan District Health Center. The research method used is descriptive qualitative, with data collected through interviews, observations, documentation studies, and literature studies. The data collected will be analyzed to assess the effectiveness of the implementation of the BPJS program using six variables that have been proposed by experts such as van Matter and Van Horms, Levey and Loomba, and Haryono Wiratno, and refer to applicable regulations.
Theoretical Framework
The BPJS Health program is based on the concept of social security, which aims to provide health services to all citizens, regardless of their economic status. The program is designed to improve the quality of health services, reduce the financial burden on patients, and increase access to healthcare. However, the implementation of the program has been hindered by various obstacles, including inadequate facilities, complicated administrative processes, and lack of empathy from health employees.
Objectives of the Study
The objectives of this study are:
- To evaluate the effectiveness of the implementation of the BPJS Health program in providing health services at the Pandan District Health Center.
- To identify the obstacles encountered in the implementation of the BPJS Health program.
- To suggest recommendations for improving the implementation of the BPJS Health program.
Methodology
This study uses a descriptive qualitative research method, which involves collecting data through interviews, observations, documentation studies, and literature studies. The data collected will be analyzed to assess the effectiveness of the implementation of the BPJS program using six variables that have been proposed by experts.
Data Collection
The data collection process involves the following steps:
- Interviews: Interviews will be conducted with health employees, patients, and other stakeholders to gather information about the implementation of the BPJS Health program.

Data Analysis
The data collected will be analyzed using the six variables proposed by experts, including van Matter and Van Horms, Levey and Loomba, and Haryono Wiratno. The analysis will involve identifying the strengths and weaknesses of the implementation of the BPJS Health program and suggesting recommendations for improvement.
Expected Outcomes
The expected outcomes of this study are:
- An evaluation of the effectiveness of the implementation of the BPJS Health program in providing health services at the Pandan District Health Center.
