Introduction

The Population Administration Information System (Siak) is a platform designed to support the population administration process, including population registration and civil registration. The purpose of this system is to gradually build a national population database. In Medan, the city government through the Population and Civil Registry Office has implemented SIAK online to improve population administration services for the community. At present, the Siak network has been connected in 21 districts in Medan. With this system, it is hoped that the service management service (KTP) will be faster and more efficient, answering complaints from the people who previously considered the process to be slow and convoluted.

This study will also evaluate the realization of services provided to achieve the goals set by the government. The research method used is descriptive with qualitative data analysis. The analysis unit consists of key informants such as the Head of the Medan City Population and Civil Registry Office, as well as the main informant, namely the Head of the Program Preparation Sub Division and the Head of Population. In addition, there were five employees who served as Siak operators as additional informants.

In addition, there were five employees who served as Siak operators as additional informants.

The data collection process involved in-depth interviews with the informants, as well as observation of the implementation of Siak in the Department of Population and Civil Registry of Medan City. The data were then analyzed using qualitative data analysis techniques to identify the themes and patterns related to the implementation of Siak.

Results

The results of the study showed that the implementation of Siak in the Department of Population and Civil Registry of Medan City has shown progress, but there is still room for improvement. The system has been connected in 21 districts in Medan, and the time needed for the submission and issuance of KTP has been reduced. However, there are still several obstacles in the process, such as lack of community understanding of the use of the system, as well as technical constraints in implementation.

Discussion

The implementation of Siak in the Department of Population and Civil Registry of Medan City has brought many positive changes in the public service system, especially in the management of KTP. With an online system, the time needed for the submission and issuance of KTP can be shortened. This is very important considering that KTP is one of the vital documents for every citizen related to identity and various other services.

However, challenges remain. Some obstacles such as lack of community understanding of the use of the system, as well as technical constraints in implementation, can still interfere with the effectiveness of services. This study has several limitations. Secondly, the study only used qualitative data analysis techniques, and did not use quantitative data analysis techniques. Finally, the study only considered the perspective of the informants, and did not consider other perspectives, such as the perspective of the community.
