Introduction

Urban waste management in Indonesia, including Banda Aceh City, still faces various challenges, especially in the final disposal to the Final Disposal Site (TPA). At present, only 60-70% of the total waste produced can be transported and discharged to the landfill, while the rest of other waste is spread in various locations. This disposal process has the potential to produce leachate and greenhouse gas, which can damage the environment. Therefore, holistic waste management is needed, starting from the process of reducing waste to the recovery of used goods. In this context, the Zero Waste concept offers an approach that focuses on avoiding waste, recycling, reduction, and recovery of used goods, with the main aim of reducing the amount of material discharged to the landfill.

Background of the Study

Banda Aceh City, as one of the major cities in Indonesia, generates a significant amount of waste every day. The city's waste management system is still facing various challenges, including the lack of proper waste disposal facilities, inadequate waste collection services, and limited public awareness about waste management. The city's waste management system is also characterized by a lack of coordination between different stakeholders, including the government, private sector, and community. This lack of coordination has resulted in inefficient waste management practices, which have negative impacts on the environment and public health.

Methodology

This study aims to evaluate the waste management of Banda Aceh City based on the principle of zero waste. Some of the parameters used in this study include geo-administration, socio-cultural, management, environment, economy, organization, and government policies. The research method adopted includes in-depth interviews with experts, waste management practitioners, government staff, and environmental activists. Data from this interview is then processed using NVIVO software, which helps in the categorization of the interview subjects into indicators of waste management.

In addition, this research also involves the distribution of questionnaires to the community proportionally to measure the level of community satisfaction with their waste management services and their behavior related to waste management. The questionnaires were distributed to a sample of 500 respondents, who were selected randomly from different areas of the city. The respondents were asked to provide information about their waste management practices, including their participation in waste sorting, recycling, and socialization and counseling about waste management.

Results

The results of this study showed that there were a number of challenges in waste management in Banda Aceh, including the quality of human resources, temporary waste disposal conditions, and accurate data collection regarding the volume of waste. The study also found that the regulation of waste management in Banda Aceh included various aspects, including the avoidance of waste, recycling (recycle center), extended producer responsibility (EPR), as well as the introduction of incentive and disincentive systems that could motivate the community to be more active in waste management.

The survey results also showed that the level of community satisfaction with waste management services is quite good with a score of 2.52 on the Likert scale. However, there is still much that needs to be done. For example, 39.32% of respondents claimed to have never participated in socialization and counseling about waste management, and 75.21% of respondents did not do waste sorting, and 68.31% did not recycle.

The results of this study highlight the need for a more comprehensive approach to waste management in Banda Aceh City. The study's findings suggest that the city's waste management system is still facing various challenges, including the lack of proper waste disposal facilities, inadequate waste collection services, and limited public awareness about waste management.
