The initial step towards land registration is governed by Government Regulation Number 24 of 1997 and Regulation of the Minister of Agrarian Agrarian/Head of the National Land Agency Number 3 of 1997 as a guideline for implementation. In this context, the measuring letter plays a vital role, as it sets the physical limit of the land sector in accordance with the principle of delimitative contradiction. Although the determination of land boundaries is the authority of the National Land Agency (BPN), Regulation of the Minister of Agrarian Agrarian/Head of BPN Number 2 of 1998 provides an opportunity for the private sector, namely the cadastral surveyor and the cadastral surveyor assistant, to play an active role in the measurement and mapping of land.
The Role of Cadastral Surveyors in Land Registration
The cadastral surveyor functions as a partner in sporadic land registration. Through this research, we aim to gain a deeper understanding of the role and responsibilities of the cadastral surveyor and Assistant Surveyor Cadastral in the issuance of measuring letters in the working area of the Medan City Land Office. This study involved the population of all cadastral surveyors and cadastral surveyor assistants registered in the region. The data obtained were analyzed through a review of their duties and functions, as well as interviews with various stakeholders at the Medan City Land Office.
Challenges Faced by Cadastral Surveyors
The results showed that the duties and functions of the cadastral surveyor and the Assistant Surveyor of the Cadastral were not fully empowered in making a measuring letter in this region. Although there are two cadastral surveyors and five cadastral surveyors who are appointed since the issuance of the Minister of Agrarian Minister/Head of BPN Number 2 of 1998, they have not been involved in the measurement and mapping for sporadic land registration. This is due to the assumption that the benchmark at the Land Office has been able to carry out the task independently.

In addition, the existence of cadastral surveyors and cadastral surveyor assistants is still unknown to the wider community. To increase the effectiveness of their roles, it is very important to conduct socialization of their duties and functions to the public.
