Effective communication is a crucial aspect of any organization, especially in the field of broadcasting where the quality of human resources plays a significant role in determining the success of the organization. The Indonesian Regional Broadcasting Commission of North Sumatra Province (KPID-SU) has recognized the importance of effective communication in improving the quality of human resources in the broadcasting industry. The Technical Guidance Program (Bimtek) is a testament to this recognition, as it aims to provide technical guidance to broadcasting human resources in North Sumatra Province.
Theoretical Background
In the context of extension communication, effectiveness can be measured through three main aspects: cognitive, affective, and behavior. The theory of Communication Counseling emphasizes the importance of interactive communication processes, where information is not only conveyed, but is also well understood and received by the recipient. Effective communication is essential in any organization, as it enables the exchange of information, ideas, and opinions between individuals and groups. In the context of broadcasting, effective communication is critical in ensuring that human resources are equipped with the necessary knowledge, skills, and attitudes to perform their duties effectively.
The theory of Communication Counseling also highlights the importance of feedback in the communication process. Feedback is essential in ensuring that the message is received and understood by the recipient. In the context of the Technical Guidance Program (Bimtek), feedback is critical in ensuring that the counseling provided is effective in influencing changes in the behavior of individuals and organizations among broadcasting human resources in North Sumatra Province.
Methodology
The approach used in this study is a quantitative method with correlational design, which involves collecting questionnaire data from 55 people in the broadcasting human resource population. The total sampling method was used to collect data, which involves collecting data from the entire population of interest. The data collected was analyzed using the SPSS application, and tested its validity and reliability.
The questionnaire used in this study was designed to measure the effectiveness of communication in the Bimtek counseling. The questionnaire consisted of three main sections: cognitive, affective, and behavior. The cognitive section measured the understanding of broadcasting concepts and norms among human resources, while the affective section measured the attitude towards good broadcasting practices. The behavior section measured the changes in habits and actions of broadcasting human resources.
Results
The results of the analysis showed that there was a significant correlation value between communication received through the Bimtek KPID-SU and changes in broadcasting human resource behavior. The results showed a strong correlation on cognitive aspects, both individuals and organizations, with a value of 0.794 and 0.739 respectively. This shows that counseling is effective in increasing the understanding of broadcasting concepts and norms among human resources.
In the affective aspect, the correlation value of 0.720 for individuals and 0.606 for the organization indicates that Bimtek has succeeded in building a positive attitude towards good broadcasting practices. The changes in behavior, both individuals with a value of 0.646 and organizations with a value of 0.704 show a positive impact of the program on concrete changes in the habits and actions of broadcasting human resources.
