Ethics Principle: Key Quality Assessment in North Sumatra and Aceh
Good quality assessment is the main objective of appraisers in supporting national development, especially the acceleration of national strategic projects. Appraisers play an important role in determining the value of compensation in land acquisition for public development. To achieve good quality assessment, appraisers are required to comply with the basic principles of ethics contained in KEPI (Indonesian Assessment Code of Ethics). The basic principles of ethics are essential in ensuring that appraisers conduct their work with integrity, objectivity, competence, confidentiality, and professional behavior.
In this study, we examine the influence of basic principles of ethics on the quality of assessment. Five components of the basic principle of ethics, namely integrity, objectivity, competence, confidentiality, and professional behavior, become an independent variable. Meanwhile, the quality of the assessment is used as a dependent variable. This study involved 31 (thirty-one) appraisers registered at the North Sumatra and Aceh Province Public Appraisal Service Office in 2021. The method of sampling saturated sampling was used, so that the entire population became samples. Data analysis is carried out by multiple linear regression methods, F test, T test, and coefficient of determination (R2), after first conducting a classic assumption test to ensure valid research methods.
Methodology
The study used a quantitative approach, with a sample size of 31 appraisers registered at the North Sumatra and Aceh Province Public Appraisal Service Office in 2021. The sampling method used was saturated sampling, where the entire population became samples. The data collection method used was a questionnaire, which was distributed to the appraisers. The questionnaire consisted of questions related to the basic principles of ethics and the quality of assessment.
The data analysis method used was multiple linear regression, which was used to examine the relationship between the basic principles of ethics and the quality of assessment. The F test and T test were also used to examine the significance of the relationship. The coefficient of determination (R2) was used to examine the goodness of fit of the model.
Results
The results of the study show that both partially and simultaneously, integrity, objectivity, competence, confidentiality, and professional behavior have a positive and significant influence on the quality of the assessment. Professional Behavior Principles become a component of the basic principles of ethics that have the most dominant and significant influence on the quality of the assessment.
