Introduction

The study found that the involvement and active role of government agencies in KPAD organizations were still lacking. This was evident in the inadequate application of budget planning and the implementation of HIV-AIDS control activities. The study also found that the communication between agencies was poor, which hindered the effective coordination of HIV-AIDS prevention efforts.
