Comparison of the Acceleration of Development between the Dairi Parent Regency and the Pakpak Bharat Regency

Regional expansion is often expected to encourage the acceleration of development in new areas. However, what is the reality in the field? This study compared the acceleration of the development of Dairi Regency as the Parent Regency with Pakpak Bharat Regency as the Pemekaran Regency, with a focus on the period of 17 years (2003-2019). The main objective of this study is to analyze and compare the economic growth, gross regional domestic product (GRDP) per capita, Regional Original Revenue (PAD), poverty rate, and unemployment rate of both regencies after the division.

Background and Significance of the Study

Regional expansion is a common phenomenon in many countries, including Indonesia. The division of a regency into two or more smaller regencies is often expected to encourage the acceleration of development in the new areas. However, the reality is that the division may not always lead to the expected outcomes. In this study, we compared the acceleration of the development of Dairi Regency as the Parent Regency with Pakpak Bharat Regency as the Pemekaran Regency. The study aims to provide insights into the impact of the division on the economic growth and development of both regencies.

Methodology

The study used a quantitative approach to analyze the data of both regencies. The data were collected from various sources, including the Central Bureau of Statistics (BPS) and the Regency Government's official website. The study focused on five key indicators: economic growth, GRDP per capita, PAD, poverty rate, and unemployment rate. The data were analyzed using the t-test method to see the differences in economic performance in both regencies after the division.

Results

The results of the study showed that Pakpak Bharat Regency was superior in economic growth compared to Dairi Regency. This shows that the division has had a positive impact on economic growth in Pakpak Bharat. Furthermore, there are significant differences between the two districts in terms of GRDP per capita, PAD, and poverty levels. This shows that Pakpak Bharat has a level of welfare and ability to manage better resources. However, interestingly, the unemployment rate in both districts does not show significant differences. This can be interpreted that the division has not had a significant impact in overcoming unemployment problems in both districts.

Deeper Analysis

Several factors may contribute to the acceleration of development in Pakpak Bharat, such as:

  • Access to resources: Pakpak Bharat may have easier access to natural resources than Dairi.
  • Focus on the priority sector: Pakpak Bharat may have succeeded in focusing development on strategic sectors, such as agriculture or tourism.
  • Government Support: Pakpak Bharat may receive greater support from the central or regional governments for development.

On the other hand, some factors might hamper the acceleration of development in Dairi, such as:

  • Limited Resources: Dairi may face the limitations of natural or financial resources.
  • Economic Structure: Dairi may still be trapped in inefficient economic structures.
  • Infrastructure: Limited infrastructure in Dairi may hamper market access and investment.

Implications for Policy

The study has several implications for policy, including:

  • Increased Regional Original Revenue: The Dairi Government needs to increase PAD through the optimization of regional assets and income.
  • Infrastructure development: Investment in better infrastructure in Dairi can open up new economic opportunities and increase competitiveness.
  • Economic diversification: Dairi Regional Government needs to encourage economic diversification to reduce dependence on certain sectors.
  • Increasing labor: Development of Vocational Training and Education Programs to improve the quality and quantity of workers in Dairi is very important.

Conclusion

This study shows that the division can have a positive impact on the acceleration of development, as seen in the economic growth of Pakpak Bharat. However, the success of the division also depends on other factors such as resources, focus of development, and government support. The challenges faced by Dairi need to be immediately overcome with appropriate policies to encourage the acceleration of development and improve the welfare of the community.

Recommendations

Based on the findings of this study, the following recommendations are made:

  • The Dairi Government should focus on increasing PAD through the optimization of regional assets and income.
  • Investment in better infrastructure in Dairi is necessary to open up new economic opportunities and increase competitiveness.
  • The Dairi Regional Government should encourage economic diversification to reduce dependence on certain sectors.
  • Development of Vocational Training and Education Programs to improve the quality and quantity of workers in Dairi is very important.

Limitations of the Study

This study has several limitations, including:

  • The study only focused on two regencies, Dairi and Pakpak Bharat.
  • The study only analyzed five key indicators, economic growth, GRDP per capita, PAD, poverty rate, and unemployment rate.
  • The study did not consider other factors that may influence the acceleration of development, such as education and health.

Future Research Directions

Future research should focus on the following areas:

  • Analyzing the impact of the division on other regencies in the province.
  • Considering other factors that may influence the acceleration of development, such as education and health.
  • Conducting a case study of other regencies that have undergone division to compare the results with this study.
