Introduction
In recent years, the city of Medan has been facing significant challenges in maintaining cleanliness and environmental sustainability. Despite various policies and instructions issued by the Mayor of Medan, the city's cleanliness remains a pressing issue. This study aims to analyze the role of village empowerment in the implementation of Medan city cleanliness, with a focus on understanding the relationship between village development and the realization of cleanliness in the city.
Background
The city of Medan is the capital of North Sumatra province in Indonesia, with a population of over 2.2 million people. The city's rapid growth and urbanization have led to significant environmental and social challenges, including pollution, waste management, and public health issues. In response to these challenges, the Mayor of Medan has issued various instructions and decisions aimed at improving the city's cleanliness, including Mayor's Instruction Number 141/079/Inst dated February 9, 2001, Medan Mayor Decree Number 140/099/SK/2001 dated March 16, 2001, and Medan Mayor's Instruction Number 141/1417/Inst.
However, despite these efforts, the city's cleanliness remains a concern. The lack of effective socialization and supervision by the kelurahan (village administration) has hindered the implementation of cleanliness programs, resulting in suboptimal development at the village level. This study aims to investigate the relationship between village development and the realization of cleanliness in the city of Medan, with a focus on understanding the role of village empowerment in achieving environmental sustainability.
Methodology
This study employed a descriptive method with a qualitative approach, as well as statistical testing based on Correlation Product Moment. The sample consisted of 40 village heads and 200 families as respondents. The data collection process involved surveys, interviews, and observations, with a focus on understanding the perceptions and experiences of village heads and residents regarding the implementation of cleanliness programs.
Results
The results of this study showed a significant positive relationship between village development and the realization of cleanliness in the city of Medan. The R statistical value was 0.585, which is greater than the R table value of 0.138. This indicates that the proposed hypothesis is acceptable, suggesting a positive relationship between village development and cleanliness.
However, the R value of 0.585 also indicates that the relationship is in a sufficient category, based on the interpretation table of the R value according to the Guilford scale. This suggests that while there is an effort made, the development of the kelurahan in maintaining cleanliness in the city of Medan still needs to be improved.
Discussion
The findings of this study highlight the importance of village empowerment in achieving environmental sustainability in the city of Medan. The results suggest that the development of the kelurahan plays a crucial role in maintaining cleanliness in the city, and that a more active and collaborative effort between the government and the community is needed to achieve the objectives of city cleanliness.
