Analysis of the Quality of Family Planning Services (KB) at the Family Planning and Empowerment Agency of Women's North Padang Lawas Regency

Public Services and Family Planning Programs

Public services are an essential part of the government's efforts to meet the needs of the community for goods and services. One of the significant public service programs is the Family Planning Program (KB) implemented by the North Padang Lawas Regency Government through the Family Planning and Women's Empowerment Agency (KBPP). This program has the main goal to reduce the population growth rate, which in Padang Lawas North Regency is recorded at 4.20 percent - far above the national population growth rate which is only 1.21 percent. In an effort to control population growth, the KBPP Agency sets a minimum service standard (SPM) that requires active participation of the community, especially the fertile age couple (PUS), to become a KB acceptor with a SPM target of 75%. However, unfortunately, from 2010 to 2013, the average achievement only reached 65.33%.

The Family Planning Program (KB) is a crucial public service program that aims to reduce population growth rates and improve the welfare of the community. The KBPP Agency plays a vital role in implementing this program, and its success depends on various factors, including organizational variables, service systems, and the implementation of good governance. This research focuses on analyzing the factors that influence the quality of services in the North Padang Lawas Regency KBPP Agency.

Research Methodology

This research is correlational and uses survey methods to analyze organizational variables, service systems, and the implementation of good governance as independent variables, while service quality becomes a dependent variable. Data was analyzed using a structural equation model (SEM). The results of the data analysis show that organizational variables, service systems, and good governance implementation partially have a positive and significant effect on service quality.

Deeper Analysis

The quality of service in the family planning program does not only depend on one aspect, but is the result of the interaction of various interrelated variables. The dominant influence of organizational variables indicates that the structure and management of the North Padang Lawas Regency KBPP organizational play an important role in the effectiveness of services. The quality of human resources, training, and leadership in the organization will determine how family planning programs can be run well.

Meanwhile, the implementation of Good Governance which shows a significant effect, but is not as strong as the organization, indicates that the transparency, accountability, and public participation in the service process are very necessary to improve the quality of service. This means, even though the organizational structure is good, without the principles of good governance that are carried out, the service remains not optimal.

On the other hand, the service system that has the lowest influence shows that there are challenges in designing and implementing effective and responsive service systems on the needs of the community. This may be caused by lack of innovation in the service method or lack of adequate program socialization.

Policy Recommendations

Based on the results of this study, to improve the quality of services in the North Padang Lawas Regency KBPP Agency, several strategies and policies can be proposed. First, strengthening organizational structure through increasing the capacity of human resources must be a priority. Sustainable training and good leadership development need to be implemented.

Second, there needs to be an evaluation and reform in the implementation of the principle of good governance. Community participation must be optimized through discussion forums that involve the community directly in decision making.

Third, the development of a more responsive service system to the needs of the community will greatly help increase the achievements of SPM. This can be done by introducing innovation in service, such as the use of information technology to facilitate access to information and registration of family planning acceptors.

Conclusion

By adopting these strategies, it is hoped that the quality of family planning program services in Padang Lawas Utara Regency will increase, which in turn can contribute to controlling population growth and improving the welfare of the community. The success of the Family Planning Program (KB) depends on various factors, including organizational variables, service systems, and the implementation of good governance. By strengthening organizational structure, implementing good governance, and developing a more responsive service system, the KBPP Agency can improve the quality of services and achieve its goals.

Limitations of the Study

This study has several limitations. First, the study only focuses on the North Padang Lawas Regency KBPP Agency, and the results may not be generalizable to other regions. Second, the study uses a correlational design, which may not establish causality between the variables. Third, the study relies on self-reported data from respondents, which may be subject to biases.

Future Research Directions

Future research can build on this study by exploring other factors that influence the quality of services in the North Padang Lawas Regency KBPP Agency.
