Analysis Of The Implementation Of The Policy Handling The Flantation Of Political Party Membership Support At The Stages Of Registration Of Candidates For Election Participants In 2024 (Study At The Tanjung Balai City Election Commission)
Introduction
The 2024 election is fast approaching, and the stages of registration of political parties as candidates are underway. However, amidst this process, a pressing issue has emerged: the profiteering of the names and support of membership of political parties in Indonesia. In response to this problem, the General Election Commission (KPU) issued a policy to handle the profiteering of this support through the provisions stipulated in Article 140 KPU Regulation Number 4 of 2022 and KPU Letter Number: 670/PL.01.1-SD/05/2022, which was determined on August 31, 2022. This policy provides a number of mechanisms to deal with the problem.
Background of the Study
The profiteering of political party membership support is a complex issue that has been affecting the integrity of the election process in Indonesia. The KPU's policy aims to address this issue by providing a framework for handling the profiteering of support. However, the implementation of this policy has not been running optimally in Tanjung Balai City. This study aims to analyze the implementation of the policy and the inhibiting factors faced in its implementation in Tanjung Balai City.
Methodology
This study uses a descriptive qualitative approach to collect data through in-depth interviews and documentation, as well as identifying informants from various groups, both ordinary informants and key informants. The analysis of this policy implementation uses George C. Edward III's theory, which emphasizes the importance of communication, resources, dispositions, and bureaucratic structures in the success of a policy.
Results
Based on the results of the study, it can be concluded that the implementation of the policy to handle the support of the support of political party membership in Tanjung Balai City has not been running optimally. Several inhibiting factors were found, including:
Communication Factor
The lack of delivery of clear and accurate information to the public regarding this policy has the potential to cause misunderstandings in the public. This is a critical issue, as the public needs to be informed about the policy and its implications.
Bureaucratic Structure
Bureaucratic processes that do not go well can cause a slow response to the name of the name of the name and support of membership. The unclear role and responsibility in the organizational structure is also an obstacle.
Resource Factor
Although the human resource factor and facilities are quite good, the challenge arises from the lack of training for officers related to this new policy. This is a critical issue, as the officers need to be trained to handle the new policy effectively.

Through this research, it is hoped that the existing policies can be reviewed and improved in its implementation so that the profiteering of political party membership support can be overcome more effectively. The community is also expected to be more active in reporting cases of profits that they know so that this situation does not harm prospective election participants who should have the same rights in the democratic process.
