Introduction
Rice seed production plays a vital role in agricultural activities, and rice seed breeding aims to produce quality seeds that can increase agricultural productivity. In Serdang Bedagai Regency, North Sumatra Province, various factors of production affect the results of breeding rice seeds. This study analyzed the impact of factors of production such as land area, seed quality, labor, fertilizer, and pesticides on the results of rice seed breeders. We also conducted an analysis of technical, allocative, and economic efficiency of seed breeders.
Methodology
In this study, the data analysis method used is a production function of stochastic boundaries, which allows us to understand the extent to which the factors of production affect the results. A sample of 50 farmers was taken using a simple random sampling method. The results of the analysis show that the area of land and seed quality have a significant positive influence on production. This indicates that an increase in land area and the use of quality seeds can increase the results of breeding rice seeds.
Results
However, on the other hand, factors of production such as labor, fertilizer, and pesticides show an insignificant negative effect. This may indicate that the use of labor and other agricultural inputs is not managed optimally, so it does not contribute to increased production. This study also found that although technically efficiently, many farmers have not reached the optimal level of allocative and economic efficiency.
Technical Efficiency
Technical efficiency shows that all farmers can produce the maximum output of the input combination they use. However, when talking about allocative efficiency, the use of factors of production by farmers is still less optimal, especially related to land area and seeds. This means that farmers need to make adjustments in input management to achieve a better balance between the costs and benefits of each factor of production.

Furthermore, economic analysis shows that factors of production such as land area, seeds, and pesticides have not reached the expected level of efficiency. Farmers must consider the costs and benefits of each input used to ensure that they not only maximize results, but also maximize profits.

Based on the results of this study, it can be concluded that in order to increase the efficiency of rice breeding production in Serdang Bedagai Regency, farmers need to re-evaluate the use of existing production factors.
