Introduction
The tourism industry has become one of the most developed sectors, contributing significantly to the economy of society and the state. Regencies around Lake Toba have extraordinary potential to develop tourism, with stunning natural beauty and a variety of interesting attractions making it one of the main tourist destinations in North Sumatra Province. The purpose of this study is to measure the tourism competitiveness index by analyzing various factors that affect the competitiveness of the tourism industry in the districts around Lake Toba.
The Importance of Tourism Competitiveness
Tourism competitiveness is a crucial factor in determining the success of a region's tourism industry. It refers to the ability of a region to attract and retain tourists, and to provide them with a high-quality experience. Methodology
This study relies on secondary data and applies quantitative descriptive methods to obtain more objective and accurate results. The data used in this study includes data on tourism competitiveness indicators in the districts around Lake Toba from 2012 to 2016. The analysis of the data will provide insights into the competitiveness of the tourism industry in each district, and will identify areas for improvement.
Results
The results of this study show that each district around Lake Toba has its own strengths and weaknesses in terms of tourism competitiveness. Dairi Regency stands out in its tourism competitiveness, with superior performance in three indicators: Human Tourism Indicator (HTI), Environment Indicator (EI), and Human Resources Indicator (HRI). This suggests that the existence of quality human resources and awareness of the importance of the environment is very influential in attracting tourists.
Samosir Regency also shows significant potential, with advantages in two indicators: Technology Advancement Indicator (TAI) and Openness Indicator (OI). This indicates that technological advances and openness in accepting tourists contribute positively in increasing the competitiveness of Samosir tourism.
Simalungun Regency is superior in the Price Competitiveness Indicator (PCI) and Infrastructure Development Indicator (IDI). Success in these two indicators indicates that Simalungun is able to offer competitive prices for tourists and have adequate infrastructure, thereby increasing comfort for visitors.
Toba Samosir Regency only shows excellence in the Social Development Indicator (SDI). This reflects the importance of social development in supporting the tourism industry.
Finally, North Tapanuli Regency does not show excellence in any indicator, which can be an indicator that this area needs to make improvements in the aspects of tourism competitiveness.
Conclusion
The development of the competitiveness of the tourism industry in the districts around Lake Toba is very important to improve the regional economy. Each district needs to conduct an evaluation and development in accordance with the indicators that have been identified, so as to create a good synergy in advancing the tourism sector. This effort will not only have a positive impact on the local economy, but also contribute to introducing the natural and cultural wealth possessed by this region to the outside world.

Based on the results of this study, the following recommendations are made:
- Dairi Regency should continue to develop its human resources and environment to maintain its competitive advantage.
- Samosir Regency should focus on developing its technology and openness to tourists to increase its competitiveness.
- Simalungun Regency should continue to offer competitive prices and develop its infrastructure to maintain its competitive advantage.
- Toba Samosir Regency should focus on developing its social development to support the tourism industry.
- North Tapanuli Regency should make improvements in the aspects of tourism competitiveness to increase its competitiveness.
Limitations
This study has several limitations. Firstly, the data used in this study is secondary data, which may not be accurate or up-to-date. Secondly, the analysis of the data is limited to the indicators used in this study, which may not be comprehensive. Finally, the study only focuses on the districts around Lake Toba, which may not be representative of other regions.
