Analysis of the Additional Effect of Non-Cash Food Assistance Program (BPNT) and Family Hope Program (PKH) on Community Consumption Expenditures in Lintongnihuta District, Humbang Hasundutan Regency
Understanding Poverty and Its Impact on Communities
Poverty is a complex and multifaceted problem that affects both developed and developing countries. It arises due to various factors such as limited employment opportunities, low wages, and low quality of human resources due to the lack of education. In many regions, poverty remains a significant challenge, and the right and continuous strategy is needed to overcome it. In this context, the government's efforts to address poverty through programs such as the Non-Cash Food Assistance Program (BPNT) and the Family Hope Program (PKH) are crucial.
The Role of BPNT and PKH in Addressing Poverty
Humbang Hasundutan Regency, particularly rural areas in Lintongnihuta District, still faces high poverty rates. In an effort to overcome this problem, the government runs BPNT and PKH. These programs aim to provide assistance to poor families, enabling them to meet their basic needs such as food, health, and education. This study aims to analyze the additional effects of BPNT and PKH on community consumption expenditure in Lintongnihuta District.
Methodology and Data Collection
This study uses a descriptive quantitative approach with primary and secondary data obtained directly from the field and related mass media. The sampling technique used is incidental sampling, and simple linear regression analysis is employed to analyze the data. Validity and reliability tests, as well as hypothesis tests (T and R² test (coefficient of determination)), are carried out to support the analysis. The population of this study includes 4,642 beneficiary families (KPM), with 50 KPM as respondents.
Results and Analysis
The results of this study indicate that the income before assistance was 3.8 + 0.680 with Marginal Propensity to Save (MPS) of 0.32. After receiving assistance, income increased to 4.2 + 0.638 with MPS of 0.368. This shows that BPNT and PKH have a significant positive impact on Marginal Propensity to Consume (MPC) and MPS. Further analysis reveals that BPNT and PKH play an important role in increasing the income and expenditure of community consumption in Lintongnihuta District.
Increased Income and Consumption Patterns
BPNT and PKH provide significant additional income for the poor, allowing them to meet basic needs such as food, health, and education. Increased income earned from social assistance encourages changes in people's consumption patterns. They can buy better nutritious food, increase access to health services, and save for the future. This is evident from the improvement of health conditions, children's education, and their level of life.
Increasing Welfare and Empowerment
Increased income and consumption expenditure have a positive impact on the welfare of the community. This can be seen from the improvement of health conditions, children's education, and their level of life. The government's efforts to increase the effectiveness and scope of BPNT and PKH programs are crucial in achieving this goal.
Suggestions for the Government
This research provides recommendations for the government to continue to increase the effectiveness and scope of BPNT and PKH programs. Some suggestions that can be applied:
- Increasing coordination: Increasing coordination between related agencies can maximize the effectiveness of the program.
- Evaluation and Monitoring: Periodic evaluation of important programs to ensure the distribution of assistance is right on target and achieve program goals.
- Sustainable program development: The government needs to develop a sustainable program to encourage the independence and empowerment of the poor.
Conclusion
This study proves that BPNT and PKH have a significant positive impact on public consumption expenses in Lintongnihuta District. This program is an important step in an effort to improve the welfare of the community and reduce poverty in the region. With the optimization of programs and government support, it is hoped that the poverty rate in Humbang Hasundutan Regency can continue to decline.
