Methodology
This study used qualitative descriptive methods to analyze the mobile library services carried out by the local Library and Archives Service. The data was obtained through observation, interviews, and documentation. The results were tested through triangulation, including triangulation of sources, techniques, and time. The study involved four informants, namely the Head of the Library Management Section, the Head of the Library Development and Development Section, the Mobile Library Field Officer, and the Mobile Library Driver.
Results
The results of the study showed that the mobile library service in Humbang Hasundutan Regency was based on the implementation of mobile library implementation of the 2013 Indonesian National Library, which had four main indicators. The first indicator was the type of service in the mobile library, which includes circulation services/book loans and reference services. However, the implementation of this service did not run smoothly, especially during Pandemi Covid-19. This indicates that mobile library services face a big challenge in reaching the community and maintaining interest in reading in the midst of existing limitations.
The second indicator was the mobile library service program, which includes promotions and direct reading services. This activity was carried out in schools, places of reading, and village administration buildings visited by mobile libraries. Although this effort is positive, the impact of Pandemi causes a decrease in community participation in reading and borrowing books.
The third indicator was the availability of mobile library units, which are equipped with supporting equipment, such as jacks, aids, lug keys, spare tires, fire extinguishers, and safety triangles. They also have several devices such as collection shelves, loudspeakers, television, library users, aqua glass, and cleaning tools. This shows the commitment of the Library Office in providing adequate facilities to support services.
The service usage statistics show that there are around 200 to 500 mobile library users in 2021, with a total of 3,332 users per month. This figure has decreased when compared to the condition before Pandemi Covid-19. This decline illustrates that community interaction with mobile library services is not as maximal before, and there is a need for a new strategy to attract the interest of the community again.

Mobile library services in Humbang Hasundutan have great potential to support literacy and education. However, in order to optimize this service, evaluation and development of programs are more innovative and responsive to existing situations, including the challenges caused by Pandemi.
