In an effort to increase government efficiency and accountability, the performance of the Government Internal Supervisory Apparatus (APIP) at the Medan City Inspectorate is an important spotlight. This study aims to analyze the effect of competence, motivation, educational background, and work experience on APIP performance. The research method used is causal research with APIP populations in the Medan City Inspectorate. Of the population, as many as 73 respondents were selected using a census sampling technique, where all members of the population were sampled. Data was collected through a questionnaire and analyzed using multiple linear regression through statistical package for social sciences (SPSS) software.
Understanding the Importance of APIP Performance
The performance of APIP is crucial in ensuring that government services are delivered efficiently and effectively. APIP play a vital role in overseeing the implementation of government policies and programs, and their performance has a direct impact on the quality of public services. Therefore, it is essential to identify the factors that affect APIP performance and to develop strategies to improve it.
Analysis of Factors Affecting APIP Performance
1. Competence
Competence is the main factor that underlies the performance of an employee. In the context of APIP, competencies include knowledge, skills, and ability to carry out supervision tasks. Increasing competencies, through training and continuous education, is expected to improve the performance of internal supervisors. Competence is a critical factor in determining APIP performance, and it is essential to develop a comprehensive training program to enhance the skills and knowledge of APIP.
2. Motivation
Work motivation is an important driver in achieving optimal performance. APIP who have high motivation tends to be more dedicated in carrying out their duties, and is able to face challenges better. Research shows that motivation is directly related to the level of job satisfaction, which in turn has an impact on performance. Motivation is a key factor in determining APIP performance, and it is essential to develop a motivational program to enhance the job satisfaction of APIP.
3. Educational Background
Although educational background is often regarded as one indicator of a person's ability, this study found a negative influence on APIP performance. This can be caused by various factors, such as the lack of relevance between formal education received and the tasks carried out. Therefore, it is important to review the existing education curriculum, so that it is more in line with the needs in the field. Educational background is not a guarantee of APIP performance, and it is essential to develop a curriculum that is relevant to the needs of APIP.
4. Work Experience
Work experience is a valuable asset for an employee. APIP who have good work experience tends to be more able to deal with problems and make the right decisions. This work experience enriches insight and provides practical skills that are not always gained in the education bench. Work experience is an essential factor in determining APIP performance, and it is essential to develop a program that provides APIP with the opportunity to gain practical experience.
Conclusion
From the results of the analysis, it can be concluded that to improve APIP performance in the Medan City Inspectorate, there needs to be special attention to the development of competencies and work motivation. Work experience is also an important factor that should be considered in improving performance. Conversely, evaluation and improvement in the education system and its relevance to the work carried out by APIP is very necessary, in order to reduce the negative effects that may be caused. With a comprehensive approach to all these factors, it is expected that the performance of government internal supervisors can increase significantly and have a positive impact on public services in Medan.
