The Human Development Index (HDI) is a crucial indicator used to measure the level of people's welfare in an area. It is a composite measure that takes into account three key dimensions: life expectancy, education, and income. In this study, we aim to analyze the factors that influence HDI in Karo Regency, a regency located in North Sumatra, Indonesia. Our research focuses on the impact of government spending in the field of health, government expenditure in the field of education, and gross regional domestic product (GRDP) per capita on HDI during the period 2008 to 2016.

Methodology

To conduct this study, we used a combination of descriptive statistical methods and multiple linear regression analysis. The data used in this study were obtained from the Central Statistics Agency (BPS) and the Regional Development Planning Agency (Bappeda) Karo Regency. The annual data were changed to quarterly data using the interpolation method processed with the EViews 9.0 application. We then used SPSS 22 to process the data and identify the effect of the three variables on HDI as the dependent variable.

Results

The results of our analysis showed that the three variables analyzed - government expenses in the health sector, government expenditure in the field of education, and GRDP per capita - significantly influenced HDI in Karo Regency. Among the three variables, GRDP per capita has the most dominant influence on HDI with a coefficient value of 0.065, followed by government expenditure in the health sector of 0.025, and government expenditure in the field of education is 0.012.
