Introduction

The fishing industry plays a vital role in the economy of many coastal cities, including Sibolga City. Fish auction places (TPI) are the backbone of this industry, serving as a platform for fishermen to sell their catch to buyers. However, the efficiency of TPIs can vary significantly, affecting the productivity of fishermen and the overall performance of the fishing industry. This study aims to determine the level of efficiency of TPIs in Sibolga City using the DEA (Data Envelopment Analysis) method.

Methodology

This study employed a purposive sampling method, selecting three TPIs in Sibolga City, namely TPI PPN Sibolga, TPI Muara, and TPI Labuan Angin. The data source used was secondary data obtained through annual reports, as well as data collected through documentation and literature review. The analysis method used was DEA, with input variables including floor area, runway length, number of boats, number of baskets, number of fishing equipment, number of scales, and number of carts. The output variable used was the amount of production.

Results

The results of the DEA analysis showed that TPI Sibolga PPN reached high efficiency with a score of 83.28%, indicating that it was able to maximize its existing resources. In contrast, TPI Muara obtained moderate efficiency with a score of 64.35%, while TPI Labuan Angin showed low efficiency with a score of 42.8%. These findings highlight that not all TPIs in Sibolga operate with the same efficiency.

Discussion

The results of this study have several implications for the fishing industry in Sibolga City. Firstly, the findings suggest that TPIs can improve their efficiency by optimizing their resources and operations. For example, TPI PPN Sibolga was able to achieve high efficiency by maximizing its existing resources, while TPI Labuan Angin still has a lot of space for improvement. Secondly, the study highlights the importance of providing subsidies to fishermen to support the use of modern and environmentally friendly fishing gear. This can help increase the productivity of fishermen and the efficiency of TPIs.

Strategic Steps to Increase Productivity and Efficiency

To increase the productivity of fishermen and the efficiency of TPIs in Sibolga, several strategic steps can be taken. Firstly, providing subsidies to fishermen to support the use of modern and environmentally friendly fishing gear can help increase their productivity. Secondly, the technical and guidance training program for fishermen needs to be held to improve their skills in fishing efficiently. This effort will not only increase the quantity of production but also improve operational efficiency in TPIs.

The Relationship Between Fishermen Productivity and TPI Efficiency

The relationship between fishermen productivity and TPI efficiency is very important. When fishermen are able to catch fish more efficiently and productively, the resulting volume of production will also increase. This in turn can have a positive impact on TPI operations, starting from the reduction of waiting time to increase buyer satisfaction. Thus, not only the efficiency of TPIs will increase, but also the income and welfare of fishermen in the city of Sibolga.

Conclusion

Overall, this research shows the importance of efficiency analysis in the context of fisheries resource management. Through the DEA approach, stakeholders can identify areas that need to be improved to achieve better operations. By implementing the proposed strategic steps, it is hoped that the place of fish auction in the city of Sibolga will be able to contribute greater to the fisheries sector and the local economy.

Recommendations

Based on the findings of this study, several recommendations can be made. Firstly, TPIs in Sibolga City need to optimize their resources and operations to improve their efficiency. Secondly, the government and other stakeholders need to provide subsidies to fishermen to support the use of modern and environmentally friendly fishing gear. Finally, the technical and guidance training program for fishermen needs to be held to improve their skills in fishing efficiently.

Limitations of the Study

This study has several limitations. Firstly, the sample size was limited to three TPIs in Sibolga City. Secondly, the data used was secondary data obtained through annual reports, as well as data collected through documentation and literature review. Finally, the study only focused on the efficiency of TPIs and did not consider other factors that may affect the productivity of fishermen and the efficiency of TPIs.

Future Research Directions

Future research can build on the findings of this study by exploring other factors that may affect the productivity of fishermen and the efficiency of TPIs. For example, the study can investigate the impact of weather conditions, market demand, and other external factors on the productivity of fishermen and the efficiency of TPIs. Additionally, the study can explore the use of other methods, such as stochastic frontier analysis, to estimate the efficiency of TPIs.

Conclusion

In conclusion, this study highlights the importance of efficiency analysis in the context of fisheries resource management. Through the DEA approach, stakeholders can identify areas that need to be improved to achieve better operations. By implementing the proposed strategic steps, it is hoped that the place of fish auction in the city of Sibolga will be able to contribute greater to the fisheries sector and the local economy.
