Analysis Of Drug Logistics Management Functions In The 2015 Pharmacy Health Office Of Labuhanbatu District Health Office
Introduction
Drug logistics management is a crucial aspect of the healthcare system, ensuring the efficient planning, procurement, distribution, storage, maintenance, and elimination of drugs. In Labuhanbatu Selatan Regency, the Pharmacy Installation of the Health Office has been responsible for implementing this logistics management function. However, despite its efforts, the system still faces various challenges that need to be addressed. This study aims to analyze the implementation of drug logistics management functions in the Pharmacy Installation of the Labuhanbatu Selatan District Health Office in 2015.
Background
The Pharmacy Installation of the Health Office in Labuhanbatu Selatan Regency has been responsible for managing the logistics of drugs in the region. However, the system has been plagued by several challenges, including the lack of human resources, the absence of a drug planning team, and a mismatch between the procurement of drugs and the plans that have been prepared. These challenges have resulted in inefficiencies in the system, leading to a shortage of drugs at the health centers and ultimately affecting the quality of healthcare services in the region.
Research Purposes
This study aims to analyze the implementation of drug logistics management functions in the Pharmacy Installation of the Labuhanbatu Selatan District Health Office. The type of research used is descriptive with a qualitative approach. This research was conducted between August and September 2015 and involved nine informants consisting of health service officers and health centers. Data was collected through in-depth interviews using a questionnaire which was then analyzed qualitatively.
Methodology
The research methodology used in this study is descriptive with a qualitative approach. The data was collected through in-depth interviews with nine informants consisting of health service officers and health centers. The questionnaire used in the study was designed to gather information on the implementation of drug logistics management functions in the Pharmacy Installation of the Labuhanbatu Selatan District Health Office. The data was then analyzed qualitatively to identify the challenges faced by the system and to provide recommendations for improvement.
Research Results
The results of the study showed that human resources, especially pharmaceutical personnel, are still very minimal, especially in the puskesmas that function as drug managers. The procurement of drugs is financed through the APBD and APBN, but the process of planning the needs of the drug has not fully followed the applicable technical guidelines. In addition, the cross-program drug planning team has not been formed, and inaccurate drug use data results in proposed drug demand from the Puskesmas to be maximally used.
In the procurement process, the e-purchasing system based on e-catalog is applied, and the drug storage follows the set procedures. The distribution of drugs to the Puskesmas is carried out every quarter according to demand in LPLPO. Unfortunately, the process of removing expired or unused drugs is still not done, which causes the availability of drugs at the Puskesmas does not meet the needs.
Discussion
The results of the study highlight several challenges faced by the Pharmacy Installation of the Labuhanbatu Selatan District Health Office in implementing drug logistics management functions. The lack of human resources, especially pharmaceutical personnel, is a significant challenge that needs to be addressed. The absence of a drug planning team and the mismatch between the procurement of drugs and the plans that have been prepared are also significant challenges that need to be addressed.
The study also highlights the importance of improving communication between the Health Office, Puskesmas, and Providers to discuss drug needs before the tender process is carried out. This will ensure that the procurement of drugs is aligned with the needs of the health centers and will ultimately improve the availability of drugs at the Puskesmas.
Recommendations
Based on the results of the study, several recommendations can be submitted:
For the Health Office
- Formation of the Drug Planning Team: Striving for the formation of a more structured cross-program drug planning team.
- Coordination Meeting: Facilitating meetings between the Health Office, Puskesmas, and Providers to discuss drug needs before the tender process is carried out.
For Puskesmas
- Improvement of HR: Improve the ability of human resources through training and socialization regarding planning drug needs.
- Communication HR needs: Building better communication with the Health Office regarding the needs of pharmaceutical technical personnel.
