Accountability of Public Services in the Management of Building License (S-IMB) of Residences in the Department of Investment and One Door Integrated Services in Medan City
Background
The provision of public services is a crucial aspect of any government's commitment to serving its citizens. In Indonesia, the Regulation of the Minister of Empowerment of State Apparatus Number 63 of 2003 concerning General Guidelines for the Implementation of Public Services emphasizes the importance of transparency and accountability in the implementation of public services. This principle is particularly relevant in the management of a Building Permit (IMB) in Medan City, where the licensing process is a critical step in ensuring that buildings are constructed safely and in compliance with regulations.
Despite the ideal scenario of completing the IMB licensing process within 30 working days, reality often presents numerous obstacles that hinder the smooth processing of applications. This study aims to investigate and describe the accountability of public services in the management of IMB residences in the Medan City Investment and Integrated Services (DPMPTSP) Office. By examining the challenges and solutions to these issues, this research seeks to contribute to the improvement of public services in Medan City.
Research and Results
This study employed a descriptive research method with a qualitative approach to collect data through interviews, observations, and documentation. The data were then analyzed using the theory of the accountability of the Sheila Elwood process, which has indicators: procedures, costs, time periods, and responsiveness. The results of this study showed that the accountability of public services in the management of IMB in Medan was already quite good, but not yet optimal.
Several obstacles were identified, including:
*** Slow Licensing Process: *** The main problem encountered is the delay in the issuance of IMB. This is due to the lack of completeness of the file submitted by the applicant. Often, incomplete files must be returned to the applicant to be completed, which requires additional time.
*** Lack of Responsiveness: *** The alertness of the officer in responding and providing information to the applicant is also an obstacle.
Analysis and Explanation
Several factors contribute to the less-than-optimal accountability of public services in the management of IMB in Medan City:
*** Lack of Socialization: *** The community has not fully understood the process and requirements for obtaining the IMB. This resulted in the applicant often submitting an application with incomplete files.
*** Lack of Resources: *** DPMPTSP Medan City may experience a lack of human resources and infrastructure to handle the high volume of IMB applications.
*** The Service System that is not yet Optimal: *** The service system that has not been integrated and transparent can cause the IMB processing process to be complicated and time-consuming.
Recommended Solutions
To increase public service accountability in the management of home IMB in Medan, several solutions can be implemented:
*** Socialization and Education: *** DPMPTSP Medan City needs to increase the socialization and education to the public about the process and requirements for obtaining the IMB.
*** Capacity Building Officers: *** DPMPTSP officers need to be given training and capacity building to increase their knowledge and ability to serve the public.
*** Online System Development: *** Implementing an online system for IMB management can facilitate the process, increase transparency, and speed up completion time.
*** Application of Standard Operating Procedures (SOP): *** The application of clear and structured SOPs in the management of IMB can help improve the efficiency and effectiveness of the process.
*** Periodic Evaluation: *** Periodic performance evaluation needs to be done to identify weaknesses and shortcomings in the service process, and to be improved.
Conclusion
Accountability of public services in the management of IMB in Medan has been running quite well but not optimal. Some obstacles faced can be overcome by efforts to increase socialization, officers' capacity, online system development, and good SOP application. Through a comprehensive effort, it is expected that the IMB processing process in Medan can become more transparent, accountable, and efficient, thereby increasing community satisfaction.
